DevTech has 20 years of experience in monitoring the performance and evaluating the impact of development assistance projects worldwide. DevTech’s practice has grown to respond to the needs of development organizations concerned about the cost-effectiveness and impact of their assistance programs in Asia, Africa, Latin America, Eastern Europe, and the republics of the former Soviet Union.
DevTech's monitoring and evaluation services include:
- Developing performance monitoring plans
- Identifying and setting indicators for performance tracking
- Collecting and analyzing data for indicator measurement
- Conducting ex-post project and program impact evaluations
DevTech’s global expertise ranges from developing performance monitoring plans (PMPs) under tremendously difficult conditions and short time frames for education rehabilitation projects in Iraq and Jamaica, to setting indicators and collecting and analyzing baseline data in new cutting edge technical areas such as school-related gender-based violence and exploitive child labor.

FEATURED ACTIVITIES
Globally, DevTech is USAID’s lead contractor for the management and dissemination of the Agency’s statistical resources with respect to developing country performance. Through USAID’s Economic Analysis and Data Services, DevTech staff collect, compile, and update official statistics from a range of organizations—among them the World Bank, UNFAO, UNESCO, and a number of NGO development partners—and make these data available on line on the Agency’s intranet and/or extranet.
In the Jamaica Hurricane Ivan Social Sector Infrastructure Repair and Reconstruction project, DevTech implemented and monitored the process of rebuilding schools and health clinics damaged or destroyed during the fall 2004 hurricane season.
In Central America, DevTech teamed up with two NGO’s—CARE and Catholic Relief Services (CRS)—to track performance under a Department of Labor grant for Combating Exploitive Child Labor through Education in Central America.
In Iraq, DevTech provided extensive technical assistance on the monitoring and evaluation of the Revitalization of Iraqi Schools and the Stabilization of Education (RISE) project. DevTech developed the project’s Performance Monitoring Plan and prepared semi-annual and final Performance Monitoring Reports (PMRs).
In El Salvador, DevTech performed a Mid-Term Evaluation of the Pilot Program to Support Municipalities and Small Enterprises in El Salvador for the local government development fund’s pilot program to support municipalities and small enterprises. DevTech analyzed projects in 40 municipalities with the participation of 600 small enterprises.
In Ethiopia, DevTech staff evaluated USAIDs Title II Food for Work Emergency Relief to assess its impact on helping the country achieve greater self-reliance through programs aimed at building rural infrastructure and household productive capacity. DevTech also assisted in establishing a broad Performance Monitoring Plan across all sectors of the USAID Mission’s development assistance program in the country.
In Guinea, DevTech was responsible for the design and implementation of the Impact Monitoring and Evaluation system for the four-year Rural Roads Project, Guinea (1993–1996).
