DevTech is a member of consortia under the following IQCs with governance activities:

Sustainable Urban Management (SUM II) IQC (small business) 

International Governmental Integrity and Anti-Corruption Technical Assistance Services IQC (Anti-Corruption IQC)

The Macroeconomic Policy, Poverty Alleviation, and Economic Institutions and Analyses (Macro II) and Commercial Legal and Institutional Reform (CLIR) IQCs under the Support for Economic Growth and Institutional Reform (SEGIR) vehicle.

DevTech provides technical assistance and training to governments (national and sub-national), associations, and civil society participants, helping to strengthen citizen participation in democratic governance, with a strong emphasis on ethnic and gender equity. Much of DevTech’s work in this area has focused on decentralizing democratic governance in developing and transitional countries.

DevTech works with national and sub-national governments, associations, and civil society organizations in the fields of decentralization, public management, and transparency and accountability.

FEATURED ACTIVITIES

  • DevTech is the prime contractor implementing USAID’s Decentralization and Local Governance Program in Guatemala. Building on its experience working on the municipal tax code and strengthening municipal associations, DevTech is providing technical assistance at the municipal and national levels in the areas of transparency, financial management, service delivery, legal framework, and citizen participation.
  • In Bolivia, DevTech supported phase three of Democratic Development and Citizen Participation by providing technical assistance in strengthening municipal taxation; fostering citizen participation in governance, particularly of women; and improving the provision of municipal services.
  • Under the U.S.-Mexico Partnership for Municipal Development and Fiscal Decentralization cooperative agreement, DevTech evaluated the strengths and weaknesses of current fiscal decentralization arrangements, and developed and implemented innovative methodologies to estimate state tax capacities and revenue efforts and to estimate state expenditure needs in the critical areas of education, health, and social welfare. The latter methodology has been adopted by a commission working on an overall reform of Mexico’s intergovernmental transfer system.
  • In Ukraine DevTech provided technical assistance for budget reform and improvement at the national and sub-national level to improve the country's capacity to budget by program activity.
