Rural Roads Project, Guinea
USAID/Guinea (1993–1996)

The Guinea Rural Roads Project sought to strengthen the government of Guinea’s ability to implement rural infrastructure development programs. The project provided institutional support to government agencies; technical assistance to a specific rural infrastructure investment program; and testing of new methods of rehabilitating and maintaining rural infrastructure, especially those that involve grassroots participation. The purpose of this project was to improve market access for rural producers and strengthen the Guinean private sector’s capacity to perform rural road maintenance. DevTech was responsible for design and implementation of the Impact Monitoring and Evaluation system, which assesses the social and economic impact of the Rural Roads Construction and Rehabilitation Program. Throughout the duration of the project, DevTech provided technical assistance to government and local agencies in the collection of baseline data, the monitoring and evaluation process, and the establishment of a permanent data collection and analysis center. These methodologies will be used for other projects in Guinea.
