This contract, funded with a World Bank Technical Assistance Loan, involved an evaluation of the public-sector institutions in charge of social programs. The objective was to carry out a study of the internal and external efficiency of a group of institutions, and to formulate recommendations for their improvement. DevTech analyzed the service delivery mechanism, measures of performance, unit cost analysis, budget allocations, personnel qualifications, and current degree of coordination among the institutions.
