DevTech is developing a methodology that will enable a Working Group of SBA Field Managers to measure the outcomes associated with their assistance to small businesses. This includes establishing measures for the program areas where they track assistance (government contracting, USEAC, SCORE, SBDC, BICs, OSCS, WBC, 504, and 7(a) loans). It also requires integrating these measures into a system that will measure assistance provided by other program areas that might not be so easily tracked at present. These areas include SBICs, SBIRs, surety bonding, contracts awarded directly by other Agencies, subcontracting, and micro loans. DevTech will create a model to measure the economic development outcomes generated by these businesses as a result of the SBA assistance they have received. This will be done in three outcome measures: (1) job creation/retention; (2) revenue increases; and (3) longevity of the business enterprise. Also, DevTech will conduct a half-day workshop for SBA Management Board members on Performance Management.
