DevTech is subcontractor to Duca Consulting International on this project, which provides overall monitoring and evaluation services for the São Tomé and Príncipe Millennium Challenge Corporation (MCC)'s Threshold Country Plan. The monitoring has included activities such as "The Survey of Taxpayer Perception Training for the Directorate of Taxes Program Monitoring System." The report offered a baseline of views and opinions from the business community of São Tomé on the fiscal system in general, on the Directorate of Taxes, and on business start-up procedures.

The project is funded through the Department of the Treasury's Office of Technical Assistance.
