Task Order for Short-term Technical Assistance and Training In Support of Gender Integration for USAID
The Task Order for Short-term Technical Assistance and Training (STTA) provides quick response technical assistance and training to USAID Missions and Washington-based operating units, including the Office of Women in Development (EGAT/WID). It identifies gender-based constraints and opportunities in USAID programs and takes account of them in program design, implementation, and monitoring and evaluation. These services seek to enhance the effectiveness and sustainability of USAID's development assistance, including by identifying and building on women's and men’s respective roles and capabilities and particularly by identifying and countering constraints to women's full and productive participation in social, economic and political spheres.
The specific objectives of the Task Order are:
- to support the efforts of EGAT/WID to further the integration of gender in all Agency policies, programs, projects, research materials, information systems and in multilateral and bilateral policy dialogue efforts;
- to increase awareness of, information about, and skills for addressing gender issues; and
- to provide intellectual and technical leadership in gender integration and the advancement of women in development.
The STTA Task Order began on September 30, 2002 and will terminate on September 29, 2010.
The Gender Analyst will:
- Respond to technical requests from USAID that require immediate turn-around for review and comment;
- Identify the technical requirements for specific analytic, training, and sectoral expertise to carry out the scopes of work for technical assistance and training received from EGAT/WID, USAID missions and other USAID operating units;
- Provide direct technical assistance and training in response to Scopes of Work (SOWs) that match the Analyst’s particular areas of expertise;
- Manage the timely production and ensure professional levels of quality of Task Order deliverables, including reports and publications, training programs, and specific products and tools requested by EGAT/WID;
- Make oral and written presentations concerning task order activities and results, as requested by EGAT/WID; and
- Work with the Task Order Coordinator and EGAT/WID to develop the Task Order’s capacity and relevance.
The STTA Task Order responds to demand from USAID operating units for STTA services. The Gender Analyst position will have a base of at least 75%-time through the remainder of the project; this will depend in part on the level of demand for services. The Gender Analyst reports to the Task Order Coordinator.
Qualifications
The Gender Analyst should have an advanced degree (prefer economics, anthropology, sociology, political science or other relevant social science) and a working understanding of gender analysis in the context of international development. Specific regional knowledge, especially central or south Asia, sub-Saharan Africa, or the Middle East/Magreb is desirable. Sectoral knowledge, including in economic growth, public health, governance or environment is also desirable.
At least seven years of experience in international development or a related field and demonstrated knowledge of gender issues and policies are required. Previous experience and working knowledge of USAID is a plus. Experience in the design and delivery of effective training programs, including for gender, is also relevant.
Strong communication skills, especially written, are essential. Attention to detail and accuracy is important. Proficiency in a second language is desirable, preferably Arabic, French, Spanish, or Portuguese. Salary is commensurate with experience.
