What is a MOBIS contract?
MOBIS is a pre-approved GSA price schedule (a list of contractors) that allows any Federal Government Agency to buy services in much the same way that they can buy off-the-shelf commercial items. DevTech has already negotiated hourly rates for a ten year period (2000-2010) with GSA. Can any government agency use MOBIS?
Yes. The MOBIS contract vehicle has gained acceptance in Agencies such as USAID, FTC, SBA, USDA, DOD, DOE, IRS, DOJ, DOL, Department of State, National Park Service, FCC, VA, and many others.

What are the advantages of using MOBIS?
1. GSA has already competitively awarded MOBIS. This assures compliance with all applicable Federal Acquisition Regulations (FAR) and other Government Agency acquisition regulations, while providing a streamlined way to acquire services. Depending on the estimated total costs of the services, and other circumstance, competition may be limited to as few as three vendors in the MOBIS proposal effort.

2. Many instruments can be used to access MOBIS; examples include Purchase Orders, Task Orders, and Contract Instruments of all types.

3. Since this award is already competed, and the scope of work is defined by the SIC code, this contract vehicle allows for rapid evaluations and awards, which lead to prompt implementation of the services.

4. Instruments under MOBIS may last up to 10 years.

5. MOBIS orders can be charged to a commercial credit card.

What types of activities can DevTech undertake under MOBIS?
DevTech is approved to provide services under two Special Item Numbers (SINs) of the MOBIS contract. The activities DevTech may perform are:

Consulting Services (874.1), including

    • Technical assistance and project design
    • Organizational assessment and development
    • Strategic planning and analysis
    • Performance monitoring and analysis

Project Management and Integration Services (874.7), including

    • Project and program implementation
    • Project and program management
    • Management of multiple contractors
    • Monitoring of multiple projects

What types of activities has DevTech undertaken under MOBIS?
DevTech is performing, or has completed, several tasks under the MOBIS vehicle:

  • For the Federal Trade Commission, DevTech provided logistical assistance to United States Government personnel while traveling in Stability Pact countries in Southeast Europe other than Romania. The countries include: Hungary, Bulgaria, Croatia, Macedonia, Bosnia, and Albania.
  • For the Small Business Administration, DevTech developed a methodology measure the outcomes for (1) job creation/retention; (2) revenue increases; and (3) longevity of the business enterprise.

Where can tasks be undertaken under MOBIS?
Tasks under MOBIS can be performed anywhere in the world.

Is there an ordering limitation on MOBIS task orders?
No, there is no limitation on the amount for each task. However, DevTech is not obligated to accept an offer that is over $1,000,000.

How can I arrange to work with DevTech under MOBIS?
Orders under MOBIS can take any contractual form. Following are the typical procedures for procuring MOBIS services:

1. Prepare a detailed Scope of Work within the framework and scope of the MOBIS contract under SINs 874-1 or 874-7.

2. Send a Request for Quotes to DevTech and two other MOBIS contract holders.

3. Review quotes using the "Best Value" criteria.

4. Select the successful offeror.

5. Place order directly with winner. There is no need to do interagency transfers or any other hassle; MOBIS is the same as an IQC, yet the mechanism is crosscutting areas of specialty and regions.
