Evaluation Support Services Indefinite Quantity Contract (IQC) Checchi and Company - Louis Berger Group/USAID (2002-2005)
DevTech is a member of a joint venture consortium led by Checchi and Company Consulting and The Louis Berger Group that provides USAID with technical assistance in program evaluation and performance monitoring support for its Washington, DC offices and overseas field missions. DevTech’s evaluation and monitoring support spans USAID program areas:

Economic growth, agriculture, and trade
Environment and natural resources
Human capacity development
Health and population
Humanitarian assistance
To date, DevTech’s participation in Evaluation Support Services IQC task orders includes:
To procure DevTech's services under the Evaluation Support Services IQC:
1. USAID Missions or Bureaus should prepare and submit a task order scope of work (SOW) to the PPC/DEI Cognizant Technical Officer (CTO) who will advise if the contemplated activities are consistent with the Evaluation IQC scope and objectives.
2. After CTO approval, USAID Missions or Bureaus should finalize the Task Order SOW and budget for their cognizant Contracting Officer (CO) approval. (Note: To assist in constructing IQC task order budgets, USAID has negotiated fixed hourly rates for senior, mid-level, and junior consultants for each of several development assistance technical fields.)
3. The CO will submit the approved Task Order to all participating IQC firms and invite them prepare proposals for review and approval by the originating USAID Bureau or Mission Office. The firm with the most technically and financially competitive proposal will be awarded the Task Order contract.
