Dwight A. Smith

Dwight (Al) Smith is the DevTech Manager and Chief of Party for the USAID/PPL Program Cycle Service Center.  Mr. Smith supervises the Program Cycle Service Center Team who support USAID/PPL, the USAID/W Technical Bureaus and Geographic Bureaus and the USAID Missions worldwide to integrate all components of the Program Cycle into a streamlined, efficient and effective process.

Mr. Smith holds a Bachelor of Science in Foreign Service in International Law and Organizations from Georgetown University and an M.Sc. in Agricultural Economics from The Ohio State University.  He served for 29 years as a USAID Foreign Service Officer as an Agricultural Economist, Economist, Program Officer and Assistant Mission Director in USAID/W and overseas where he was responsible for the strategic planning, program implementation and monitoring and evaluation of the USAID portfolio.  He is fluent in French.
