DevTech is a member of the Mendez England & Associates' consortium.

SUM II provides USAID with technical assistance for its urban development activities worldwide in the following areas:

  • Expanded and Equitable Delivery of Urban Services and Shelter through legislation, policy, and regulatory frameworks to improve delivery of urban services; land markets and construction practices; private-public partnerships; innovative housing and shelter financial models.
  • Enhanced Effectiveness, Responsibility, and Accountability of Local Government Organizations through financial management and accountability, decentralization, strategic planning, service delivery, citizen and NGO participation, privatization, local economic development, and trade growth.
  • Enhanced Environmental Management Practices, Pollution Control Systems and Tools through practice and technologies; policy, regulatory frameworks, and privatization; capacity-building and training; integrated urban watersheds and coastal management.
  • Improved Disaster Preparedness, Response and Recovery through mitigation, strategic planning, training, hazard identification, and awareness. This is achieved through pre-disaster assessments and mitigation plans; community awareness partnerships; improved emergency services capability; post-disaster assessment, mitigation, and recovery plans.
  • Improved Finance and Credit Systems through Program Design and Technical Support through municipal programs, community credit rating and risk analysis, access to credit for multi-sector development, and institutional assessments.
